Need to loose love handles and lower abdominal fat

74 kgs, 182 cm. Have noticeable fats in lower back on the sides and lower abdominal area. Im skinny, don't know whether to bulk or cut. I want to get bigger and i know i will put on fat doing so, but look at what i have to start off with! so it might get a lot worse! so should i cut to get rid of it? (i have already tried doing this and lost a considerable amount of weight looked really skinny)

Any help/tips please feel free, this is driving me nuts

although to original post.

my advice is bulk, you may put on fat but you should put on more muscle and could make you actually look like your losing fat.

You seem afraid of putting on fat so maybe try lean bulking? so not as fast as traditional bulking but probs a good choice over summer and will make you feel more secure and happy about the idea so u wont quit.
