To add a pic to your provile, under the forums tab there's a user control panel, edit profile settings, edit avatar, upload from your machine.

Maximum dimensions; width: 130 pixels, height: 150 pixels, file size: 39.55 KiB.

If all you want to do is add a pic to a post, down at the bottom of the reply is 'upload attachment'
