basically z energy are selling $100 petrol vouchers for $50 to promote themselves, they need 1000 people to buy it otherwise they don't consider it a worthwhile promotion and they refund your $50.

Also the page is a bit confusing but no you do not have to be in wellington to redeem it, I'm in Auckland so I checked and they mail it to you and you can use it at any Z petrol station in NZ.
