right ive recently moved to nz from the uk, and starting with the weights again after 6 months off due to illness, my stats are currently

27yo

6ft

11st 4lb (yes im aware this is very skinny for my height)

i did get up to 15st 7lb, taking test

right my question is do i bulk up ,ie eat as much as possible not worrying about fat, i have a little loose skin around my pecs ,fatty tissue from the steroids/weight gain i had previously.

alternatively

do i eat clean and get as lean as possible,at the same time trying to loose the excess fat from previous weight gain

im a little worried if i straight out bulk, 3500kcals and up, i will put on too much fat around my pecs and have man boobs

any advice guys??????? thanks in advance

If your goal is to get bigger why not try and bulk while eating as clean as possible and try and minimize fat gain.
