its not actually chocolate, its just a name. its mainly sugar and cocoa

Ingredients: Sugar, Cocoa powder, Mineral Salt (Potassium Carbonate), Flavour. May contain traces of Gluten,Dairy , Soya, Nuts and Seeds. Chocolate contains Cocoa Solids 21%.

What would people who are totaly unable to comsume milk products use?

I used coconut cream (watered down) and cocoa powder recently. Plenty of options out there. Most drinking chocolate powders will have milk powder in them, I haven't come across any that don't.

Rice milk and cocoa is another option.

That cocoa powder is good stuff. Healthy, tasty and cheap. It is actually chocolate with the fat portion removed; the dry part of chocolate.

Sounds a treat with coconut cream. It's got to put that bulk on.
