lower abs

Now this is an interesting one...

I've always believed that you couldn't target lower abs specifically, since they're actually the same muscle as upper abs (ie, a big sheet of muscle that runs top to bottom). Leg raises might incorporate more of the hip flexors than, say, crunches do, but they don't isolate the lower abs.

And yet, so many people do try to target lower abs. What's the argument for it?
