I haven't tried it, but I read an interesting suggestion a while ago for doing shrugs ... on a standing calf raise machine.

You stand with the pads on your shoulders as you would doing calf raises, but instead of raising with your calves you use only your shoulders.

It sounds feasible - plus it means you don't have to worry about losing your grip using dumbbells or a bar.
