Larger muscles vs smaller muscles

I'm getting near the end of my cut & have noticed all the small muscles such as traps, abs, calves & forearms are more developed than the larger ones. Would just reducing the training volume of these muscles allow the others to catch up?

How over developed are they? I tend to find that my traps are something that 'pop' out and a more noticeable than other muscle groups when I drop a bit of fat. Barring abs, all those other muscles tend not to have much fat around them anyway - possibly its just the illusion of them looking bigger when infact its just their increased definition.

It also depends what your current regime is like. You could quite easily cut out any direct work on those body parts and then would still get work from any compound movements you're doing.
